About Us Jarrett Consulting and Information Technology Services and Systems was founded in 1980 as Computer Engineering Services. At that time, CES was involved in software and hardware services for several different brands of personal computers. This ranged from the Sinclair ZX-80/81 to Atari and Radio Shack Systems to the IBM PC. In 2001, CES changed its name to more accurately reflect exactly what John F. Jarrett, the owner and founder, was doing in the technical world. This name change stresses the "systems" as JCITS Systems has now written several office automation and records management applications.
